About

The Interurban Trolley provides public transit services in Elkhart and Goshen, Indiana. Since 1999, the Michiana Area Council of Governments has administered what has become a five route system, plus a complementary paratransit service called Interurban Trolley Access. The Trolley is operated by a service provider, running on weekdays from 5:00am to 8:00pm and Saturdays from 5:00am to 7:00pm.

The Trolley provides easy, affordable public transit along the corridors connecting Elkhart and Goshen residents and visitors to its major points of commerce between the two cities. The Trolley also provides a viable connection to the South Bend and Mishawaka areas via transfer point with Transpo; providing greater access and quality of life for the Michiana region.

Title VI

The Michiana Area Council of Governments agrees to operate the Interurban Trolley and ADA Access Services without regard to race, color, or national origin in accordance with Title VI of the Civil Rights Act of 1964.

DBE Program

Disadvantaged Business Enterprise (DBE) Program

The Federal Transit Administration Office of Civil Rights is responsible for monitoring FTA recipients' DBE programs and ensuring their compliance with DOT's DBE regulations. The Michiana Area Council of Governments (MACOG) is responsible for administering the federally mandated Disadvantaged Business Enterprise (DBE) Program for the Interurban Trolley. The DBE Program seeks to ensure nondiscrimination in the award and administration of DOT-assisted contracts in the Department's transit's financial assistance programs and to create a level playing field on which DBEs can compete fairly for DOT-assisted contracts.

DBE Goal Determination

MACOG's overall DBE goal for the period of 2019-2022 is 0%. Every three years the DBE goal will be updated for all federally assisted contract expenditures. The proposed overall DBE goal is calculated using a methodology approved by the FTA that considers the availability of ready, willing and able DBE firms to perform the work required on projects/contracts MACOG's expects to award during that period, as compared to the overall availability of firms to perform such work.

The Policy Statement can be found here. MACOG has agreed to comply with 49 CFR Part 26 as part of its DBE Program. MACOG utilizes the States UCP as its certifying agency. ADA Policies

Reasonable Modifications

The Michiana Area Council of Governments (MACOG) overseeing the Interurban Trolley provides reasonable modifications to individuals with disabilities by making changes to policies, practices, and procedures if needed by an individual with a disability to enable him or her to participate in Interurban Trolley services subject to several exceptions. These exceptions include when the modification would cause a direct threat to the health or safety of others, would result in a fundamental alteration of the service, would not actually be necessary in order for the individual with a disability to access Interurban Trolley service or would result in an undue financial or administrative burden.
